Areas Inspected:
Routine, unannounced inspection by a regional based inspector of the organization, procedures and preparations for storage and maintenance of equip-ment, materials and structures during the planned delay in construction of the plant.

Plant Tour

The inspector made a tour of the site to observe preparation for long term storage and protection of equipment, materials and structures during the planned construction delay.
The inspector observed that concrete place-ments generally had been levelled off; coating and protection of exposed water stops, reinforcing steel, anchor bolts and carbon steel embedments was in progress; removal of construction equipment, scaffolding and unin-stalled material was complete; and that ccrap renoval and site cleanup was practically complete.
No items of noncompiiance were identified.

General The inspector attended a meeting for discussion of outstanding itens for orderly shutdown of the project.
Included was a detailed discussion of work items to be completed with estimated start and completion dates.
Except for backfill to Elevation 0, work dependent on completion of the backfill and protective coating of reinforcing steel and embedded items, this work is scheduled to be complete by June 1,1979.
The inspector also discu sed with representatives of the licensee, the or-ganization which will be maintained onsite during the shutdown period.
This organization will provide for receiving, maintenance, security, document control, administration and initially at least, for QA/QC. Audits will be conducted by the Mountain Lakes Offic.

Procedures The inspector reviewed the procedures listed below for receiving, storage and maintenance of equipment during the shutdown period.
GPU Procedure FR-7-02, Revision 0, " Receiving, Storage, Handling,

Control and Issue of Owner Furnished Equipment" (Interim Procedure).
GPU Procedure FR-13-01, Revision 0, " Preventive Services to Stored

Equipment" (Interim Procedure).

These procedures reference previously reviewed JCP&L, GPU and S&W proced-ures and generally prescribe the same requirements but provide that the tasks which had previously been performed by S&W construction management and QA personnel now be performed by GPU Project and QA personnel. The inspector was informed that work procedures were being revised in a similar fashion.
No items of noncompliance were identified.
5.
Exit Interview At the conclusion of the inspection on May 8,1979, a meeting was held at the Forked River site with representatives of the licensee. The inspector summarized the results of the inspection as described in this report.
