Areas Inscected:
Routine, unannounced inspection by a regional based inspector of the QA program for containment concrete and liner construction. The inspection was discontinued after five hours when the inspector wes informed by the licensees representative that they had beer. instructed to suspend work on this project indefinitely. The inspector also interviewed other licensee contractor employees during the inspection.
2.
Plant Tour The inspector made a tour of the construction site to observe work activities in progress.
The inspector examined work items fcr any obvious defects or noncompliance with regulatory requirements and for evidence of quality contrul of the work.
Specific activities observed by the inspector included concrete curing; fit-up of one ring of the containment liner in preparation for welding; and the reinforcing steel stub ends remaining after removal of the three collapsed turbine pedestal columns.
No items of noncompliance were identified.
3.
Walsh Construction Company OA Procram The inspector started to review the Walsh Construction Company (Walsh) Quality Assurance Program for conformance to the requirements of the PSAR and the B & R specification for Containment Building Concrete.
Prior to completion of the review, the inspector was informed by the licensee's representative that they had been instructed to suspend work on the project.
Review of the QA program was discontinued and the inspection was terminated.
No items of noncompliance were identified.

Exit Interview At the conclusion of the inspection on April 3,1979, a meeting was held at the Forked River site with representatives of the licensee.
The inspector summarized the results of the inspection as described in this report.
