Diesel Generator Building Construction 2.1 Observation of Pre-placement Activities for Concrete Walls Pre placement activities for construction of concrete walls number 29 and 30.5 were observed during this inspection. The installation of reinforcing steel and embedded items were verified with require-ments of the drawings. Quality Control inspection record number C-1.20 was noted signed-off by the respective discipline QC engineers after their inspection confirmed the acceptability of each craft's installation. Form work installation on wall 30.5 was observed com-plete and correctly installed with accessory openings for final clean-out and handling of concrete drop chutes and concrete vibrator manipulation. The quality of construction and controls observed was sati sfactor .2 Observation of Post-placement Activities for Concrete Walls and Record Review Post placement construction activities and QC inspection of walls number 24.5 and 26 were observed. were completed to full height on August 7th was performed after forms were removed during this inspection. Wall 24.5 which had been ter-minated during a previous placement due to construction delays that caused a concrete " cold joint" was observed adequately treated as required by sections 5.1 and 5.2 of specification C-36 for Forming, Placing, Finishing and Curing of Concrete, with regard to cleaning construction joints and construction joint treatment respectivel The occurrence of the concrete " cold joint" was reviewed and dis-cussed with engineering and QC inspectors. The inspector concluded that the inadvertent construction joint was adequately documented, approved by engineering and prepared for resumntion of constructio The NRC inspector observed the treatment had adequately bonded the concrete and removed the " cold joint". No nonconformance or defi-ciency was observed to exist in concrete constructio .3 Observation and Record Review of Structural Steel and Supports Attached to Walls The inspector reviewed structural steel and support requirements identified in drawing C-665 revision 6 for Wall Plan and Sections and, specifically the "Q" status of the steel and supports as identified in General Notes number 13, 14 and 15. QC requirements were identi-fled in QC inspection report C-1.20 for those "Q" elements embedded in concrete and in C-2.10, Structural Steel Erection, for welded at-tachments and erection. QC visual inspection and nondestructive testing of welds on walls numbers 26 and 27.5 were in process during this inspection. The results were satisfactory. The inspector's review of records on installation and erection of structural steel in walls number 26 and 27.5 verified the observation that all require-ments were satisfactorily me . Licensee Administrative Controls and Quality Assurance The inspector reviewed PEC0 records for administrative controls and quality assurance actions pertaining to concrete construction of the diesel generator building. The Licensee quality assurance engineer's surveillance and audit activities included observations of in process work and review of the quality controls exercised by the contractor in

) concrete construction during the period July 22 through August 7, 198 Audit number 2C-255 contained a checklist and identified significant preplacement and placement work activities and their documented quality controls. The audit provided objective evidence of the auditor's obser-vations and findings for each area of the checklis It concluded that the observed work satisfactorily met prescribed requirement No violations were identified.

Records of maintenance actions undertaken on the'four diesel generators since their arrival at the -Limerick lay-down area in 1980 were reviewe The requirements and intent-of the vendor " Colt Industries" formed the basic criteria and foundation for Bechtel's maintenance program. These were translated into maintenance action cards by Bechtel. The inspector's-review of these records found evidence that the vendor's intent and his requirements were carried out. The prescribed frequency for visual, manual and electrical maintenance operations was fulfilled as noted by the signed-off MACS, Also, Colt industry representative verified annually the adequacy of maintenance on the diesel Preparations were observed in progress during this inspection for trans-porting the four diesels to the DGB and installing them in plac Bechtel's Procedure for Rigging, Transportation and Placement of Category

"A" Equipment Unit 2 Diesel Generators date July 31, 1986 prceided.explic-it, detailed prerequisites for this operation. The work is scheduled to begin August 21 and to be completed by August 23, 198 . Summary The NRC inspector concluded from the preceding observations that construc-tion activities for the DGB are satisfactorily controlled. The licensee's QA program and construction oversight appeared adequate in the areas and ,

Exit Interview An exit interview was conducted August 15, 1986, at the Limerick plant site with members of the licensee's staff and contractor personnel identified in paragraph 1. The inspector summarized the scope and findings of this inspection. The licensee acknowledged the inspector's
