2.- Introduction Dr. Murley opened the meeting with a statement as to the purpose of the con-ference and expressed the_ seriousness with which he views nuclear plant security. Mr. Martin presented a brief synopsis of the apparent viola-tions identified during the inspection which included (1) locks, keys, and combinations, (2) records and reports, (3) compensatory measures, and (4)

personnel training and qualification. He also expressed his concerns for apparent inadequacies in PEco management's oversight of security-related matters at the Limerick Station and the security contractor supervisors'
