Unit 1 & 2 Inspection on September 24-25, 1979 (Report Nos. 50-352/79-10 and 50-353/79-09 Areas Inspected:
Routine unannounced inspection by a regional based inspector of work activities and records associated with concreting and ASME Code Programs.
The inspector also performed a plant tour inspection.
The Unit 1 & 2 inspection involved 8 inspector-hours on site by one regional based inspector.
The inspection commenced at 5:15 PM outside the normal day shift working hours at the site.
Results: No items of noncompliance were identified.

2.
Plant Tour (Units 1 & 2)
The inspector observed work activities in-progress, completed work and plant status in several areas during inspection of the phnt.
The inspector also examined work items for any obvious defect or noncompli-ance with regulatory requirements.
No items of noncompliance were identified.
3.
Concrete Placement Activities (Unit 2)
During the second shift, a concrete placement (RSV-12) in reactor enclosure (elevation 352' area 17 and 18) was in-progress.
The inspector observed the work activities and reviewed the preplacement QA records (QCIR-C-169-RS-V-12-1) and the placement QC records (QCIR-C-169-RSV-12-3).
He also reviewed the concrete test report on September 24, 1979 which listed the quantities and identities of the test cylinders taken, also the slumps and air entrainment for the concrete used in this placement.
No items of noncompliance were identifie.
4.
ASME Certifications (Units 1 & 2)
The inspector reviewed documentation and also held discussions with the licensee and his A/E to determine that, where applicable, an ASME Code Section III (NA-3000) Program was in effect.
The following are t.he results of this inspection:
a.
Philadelphia Electric Company (Owner) - Is a holder of a certifi-cate of authorization to complete the ASME Code Form N-3, listing the components including interconnecting welds and the data
'eports.
The certificates of authorization (N-1966 for Unit 2 and N-1965 for Unit 1) were issued on October 13, 1977 and will expire on October 13, 1980.
b.
Bechtel Power Corporation (A/E) - Has the following ASME Code certificates for the Limerick Code work Activities:
"N" Stamp for Class 1, 2 and 3; issued on September 9, 1974

General Electric Company (Installation and Service Engineering Department)- Scheduled to be at Limerick site in October of 1979 to replace the safe ends on Unit 1 and 2 reactor pressure vessels.
GE has the following code stamps but will require a site survey.

The licensee stated that an ASME site survey will be scheduled in the near future.
The inspector informed the licensee that this item is considered unresolved pending review by NRC inspector of the results of the ASME site survey (352/79-10-01 and 353/79-09-01).
d.
Reactor Controls Company - Subcontractor who will install reactor vessel internals and control rod piping systems. They are tenta-tively scheduled to perform work at Limerick site in January of 1980.
The following ASME Code stamps are held by reactor controls:

An ASME site survey has not been requested as yet but Reactor Controls is planning for a survey in the summer of 1980.
The inspector informed the licensee that this item is considered unresolved of the ASME site survey (352/79-10-02 and 353/79-09).
5.
Unresolved Items Unresolved items are matters about which more information is required to ascertain whether they are acceptable items, items of noncompliance or deviations.
Unresolved items disclosed during the inspection are discussed in paragraphs 4.c and d.
6.
Exit Interviews The inspector met with the licensee representatives (denoted in Para-graph 1) at the conclusion of the inspection on Septentber 25, 1979.
The inspector sunnarized the purpose and the scope of the inspection and the findings.
