J. M. FARLEY NUCLEAR PLANT - NRC INSPECTION REPORT 05000348/2005011 AND 05000364/2005011

Dear Mr. Stinson:

On March 10, 2005, the NRC completed an inspection regarding the application for license renewal for your Farley facility. The enclosed report documents the inspection findings, which were discussed on March 10, 2005, with members of your staff in an exit meeting at the Farley site.

The purpose of this inspection was an examination of activities that support the application for a renewed license for the Farley facility. The inspection consisted of a selected examination of procedures and representative records, and interviews with personnel regarding formal tracking of future actions for implementation of your aging management programs to support license renewal. This inspection concluded that the Farley staff had successfully entered license renewal commitments into the plant commitment tracking system.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). Enclosure INSPECTION SUMMARY IR 05000348-05-011,05000364-05-011; 03/9-10/2005; Southern Nuclear Operating Company; J. M. Farley Nuclear Plant; License Renewal Inspection Program, Open Items Inspection This inspection of License Renewal (LR) activities was performed by one regional office engineering inspector, and one staff member from the office of Nuclear Reactor Regulation.

The inspection program followed was NRC Manual Chapter 2516 and NRC Inspection Procedure 71002. This inspection did not identify any findings as defined in NRC Manual Chapter 0612.

During a previous aging management programs inspection documented in NRC Inspection Report 50-348/2004-009, 50-364/2004-009, the inspectors observed that the applicant had not yet loaded items into the official plant commitment tracking system to assure implementation of proposed actions to support LR. This was identified as an item for followup during a future NRC inspection. This inspection concluded that the applicant has now successfully loaded license renewal commitments into the plant commitment tracking system.

Attachment 1 to this report contains a partial list of persons contacted and a list of documents reviewed.

Enclosure Report Details I.

Inspection Scope This inspection was conducted by an NRC Region II inspector to interview applicant personnel and to examine a sample of documentation which supports the license renewal application (LRA). This inspection reviewed the results of the applicants efforts to enter items into the official plant commitment tracking system to assure future implementation of committed actions to support LR.

Findings The inspectors reviewed the Safety Evaluation Report (SER) related to the License Renewal (LR) of the Farley Nuclear Plant, Units 1 and 2, published by the NRC in March 2005. It is the NRCs process to include as Appendix A of that document a list of Commitments for License Renewal. Appendix A lists twenty major commitments made by the applicant in support of the LRA for future actions to be taken by the applicant to implement aging management programs (AMPs).

The inspectors examined an applicant document titled License Renewal Future Actions Commitment List (FACL) Cross-reference Table. This document repeated the FACL items from Appendix A of the SER and cross referenced them to item numbers from the Farley Commitment Tracking System (CTS) and to item numbers from the Farley Action Item Tracking System (AITS). The applicant explained that CTS is the higher tier tracking system that tracks all future commitments and due dates while the AITS assigns discrete actions and due dates to individuals to implement the commitments.

The inspectors reviewed Condition Report (CR) 2005101696, which is a tracking CR generated to document and track implementation of LR future action requirements and new NRC commitments. It listed all of the Farley aging management programs and their corresponding CTS item numbers for future implementation. The inspectors observed that the CTS contains many more detailed items for AMP implementation than the twenty listed in the SER, which is a good practice.

The inspectors examined two computer lists containing the text of the LR relevant CTS items and of the corresponding AITS items. The inspectors confirmed the accuracy of the FACL entries for all twenty of the SER items. Also for a sample of AMPs, the inspectors reviewed the additional CTS and AITS item texts which described additional implementation actions.

Action Item 2005200647 due 12/31/2005 states the applicant will issue LR implementation packages for each AMP to responsible site and corporate personnel.

The implementation packages identify the applicable new NRC commitments resulting from LR and draft recommended procedure changes and any other actions needed to implement the AMP. The inspectors examined a sample of the proposed implementation packages and procedure changes. The inspectors found no discrepancies and concluded that the applicants tracking system entries were very thorough.

Enclosure III.

Conclusions This inspection concluded that the applicant had successfully entered license renewal commitments into the plant commitment tracking system.

Exit Meeting Summary The results of this inspection were discussed on March 10, 2005, with members of the applicant staff in an exit meeting at the Farley site. The applicant acknowledged the results presented and presented no dissenting comments. The inspectors asked if any of the applicant materials reviewed were proprietary and were told none were proprietary.
