Emergency Plan The Emergency Plan was discussed in detail with a licensee representative.
The licensee representative clarified questions that had been raised and acknowledged the apparent discrepancies noted.
This item will be reexamined during a subsequent inspection.
4.
Agreements and Coordination With Offsite Agencies a.
Letters of Agreement Letters from the Davis-Besse Station requesting current letters of agreement from offsite agencies supportive to the Emergency Plan are currently being prepared.
This item will be examined during a subsequent inspection.

Coordination The inspector v'isited offsite support agency representatives.
The agency representatives stated that they have copies of the Emergency Plan, are aware of their roles as stated in the Plan, and indicated the coordination between the licensee and the agencies was adequate.
The representatives stated their groups have received training from the licensee. The hospital and ambulance service have participated in a test of the Emergency Plan.
One representative requested additional training for his group.
The licensee acknowledged this request.
This item will be reexamined during a subsequent inspection.
5.
Facilities, Equipment and Procedures a.
Facilities and Equipment Emergency kits, the equipment for the Emergency Control Center, and emergency communications equipment were not examined during this inspection.
The licensee representative stated this equipment is available bat has not been distributed as specified in the Emergency Plan because

The inspector discussed procedures, checkoff lists, and

calibrations for the equipment specified in the Emergency Plan implementing procedures.
Licensee representatives stated that checks and inventories of all equipment or instrumentation will be specified in one of the following:
surveillance tests, periodic tests, functional tests or memos to the appropriate groups.
Communications equipment checks will be performed in accordance with AD 1808.03.
This item was not examined during this inspection.
In discussions of the hospital facility, the licensee representative stated that a portable filtered exhaust system was to be adapted to an existing exhaust fan in the room specified for treatment of radiation accident

In visiting the hospital treatment room, it was noted the adapter had not been mounted and the filtered exhaust. system was not among the items provided to the hospital.

stressed the importance of assuring that emergency. supplies are available when needed.
The licensee representative stated that he would check on the completion of the portable ventilation system and attempt to provide a closed cabinet for the hospital supplies.

Monitoring Releases of Radioactivity Plant instrumentation to be used for determining the J
magnitude of a release of radioactivity and decisional aids were not examined during this inspection.
These items will be examined during a subsequent inspection.
c.
Medical Arrangements The onsite medical and personnel decontamination facilities were as described in the Emergency Plan.
The equipment for these facilities and the first aid bag to be used by the first aid team were not available for inventory.

Treatment of injured personnel was discussed with a licensee representative. These discussions and visits with offsite support agency representatives indicated that around-the-clock availability of transportation for injured individuals and treatment of these individuals at an offsite medical facility have been coordinated with the appropriate agencies.
d.
Training Training specified in the Emergency Plan was discussed with the training coordinator.
He stated that training which included the Emergency Plan has been given and retraining prior to fuel loading will be given to cover revisions in the Plan.
In addition, all station personnel must receive an initial general orientation training session which includes the bases of industrial safety, radiation safety,

the site emergency plan, quality assurance, and site security. The inspector discussed the importance of

Radiation Management Corporation, the licensee's consultant for the emergency medical assistance program, will conduct annual orientation trainic.g courses and briefings for medical and paramedical personnel who have responsibilities and duties in handling of radiation accident victims.

Implementing Procedures Approximately 90% of the Emergency Plan implementing procedures have been prepared and approved by station personnel. The inspector reviewed and supplied comments for the following:

Tbn inspector stressed the importance of tests and drills to determine the licensee's pr2paredness to respond to an emergency situation.
