Gody d hief, guards and Fuel / Aate Facilities Section, clear Materials & Safeguards Branc Inspection Summary: Inspection on September 28-29, 1982 (Report No. 50-336/82-21) Areas Inspected: Routine, unannounced inspection of special nuclear material control and accounting including Facility Organization and Operation, Shipping and Receiving, Storage and Internal Control, Physical Inventory, and Records and Reports. The inspection involved 14 inspector hours on site by one NRC inspector and was begun during regular hours.

Results: The licensee was in compliance with NRC requirements for the areas examined during the inspection.

30703 - Exit Interview The inspector met with the licensee representatives (denoted in paragraph 1) on September 30, 1982.

The scope and findings of the inspection were summarized.

85102 - Material Control and Accounting a.

Facility Organization and Operation No violations were identified.

The inspection results were obtained through discussions with licensee personnel and review of procedures contained within SNM Inventory and Control Procedure EN 21001, dated April 9, 1981. The procedures were adequate for the control of SNM.

Shipping and Receiving No violations were identified.

The inspector determined that the licensee had established procedures to assure that all SNM received or shipped was accurately accounted ' for.

c.

Storage and Internal Control No violations were identified.

The licensee established a system of storage and internal control which provided for current knowledge of the quantity and identity of all SNM within the facility.

Physical Inventory No violations were identified.

The inspector reviewed supporting records, which showed physica's inventories were conducted at least annually, as required by 10 CFR 70.51 (d).

In addition, the inspector reviewed supporting records which reconciled with the quantity of SNM shown as of March 31, 1982.

Records and Reports No violations were identified.

The inspection results were attained through an audit of all material status reports (Form NRC-742) submitted as required by 10 CFR 70.53 for the period of April 1, 1978 through March 31, 1982. Material balances for the period reviewed are attached as Exhibits I and II.
