This refers to the inspection of Mr. R. A. Rohrbacher of this office on October 10 and 11, 1973, relative to the Midland Plant, Units 1 and 2, authorised by AEC Construction Permits No. CPPR-81 and No. CPPR-82, and to the discussion of our findings with Mr. Keeley and others of your staff.

Areas armnined during the inspection are identified in the enclosed report.

Within these areas, the inspection consisted of examination of quality

assurance manuals and procedures, and interviews with personnel.

No violations of AEC regulations were identified within the scope of this inspection.

With regard to questions raised during this inspection, we understand that you intend to review and revise your quality assurance manual for the Midland Project, based on our commsents relative to clarification of certain detailed requirements of 10 CPR Part 50, Appendix B.

In accordance with Section 2.790 of the AEC's " Rules of Practice," Part 2, Title 10 Code of Federal Regulations, a copy of this letter and the enclosed inspection report is to be placed in the ABC's Public Document Room.
