SUBJECT:
NRC INSPECTION REPORT 50-325/98201 and 50-324/98201 (OPERATIONAL SAFEGUARDS RESPONSE EVALUATION)
Dear Mr. Hinnant:
During March 9 through 12,1998, NRC's Office of Nuclear Reactor Regulation performed an Operational Safeguards Response Evaluation (OSRE) at the Brunswick Steam Electric Plant, Units 1 and 2. The enclosed report presents the scope and results of that inspection.
_
The primary p"rpose of the OSRE team inspection was to evaluate your ability to respond to an external threat. The team focused on the interactions between operations and security in establishing priorities for protection of equipment and on the protective strategies used.
The inspection included a safety / safeguards interface review to assure that safeguards measures did not adversely affect safe operation of the facility.
Based on the results of the inspection, the team noted a significant involvement by operations in planning and exercising the contingency-response capabilities. The team concluded that the protective strategy at the Brunswick Nuclear Project was being effectively implemented and demonstrated excellent capabilities in protecting public health and safety against the NRC design basis threat. The team also concluded that effective provisions were in place to ensure that safeguards measures did not adversely impact safe operation of the facility.
/
The eaciosed report does not convey any new regulatory requirement. Its findings have j
been considered with respect to your ability to meet the general performance objective and
/J requirements of 10 CFR 73.55(a), and requirements of your physical security plan. The
/
enclosure, which contains seleguards information of a type specified in 10 CFR 73.21, will col be placed in the Public Document Room and must ba protected against unauthorized disclosure.
