INSPECTION REPORT N05. 50-32]/94-01 AND 50-366/94-01 This is to advise you of a special inspection initiative that is being performed at operating reactors.

It will include an inspection at your Hatch site.

The initiative is entitled the " Service Water System Operational Performance Inspection (SWSOPI)."

The purpose of the inspection is to systematically evaluate the performance of your plant service water and residual heat removal service water systems.

Inclusive in the inspection will be a comprehensive review of system design, maintenance, operation, and testing. The inspection will verify the status of your initiatives associated with Generic Letter 89-13, " Service Water System Problems Affecting Safety Related Equipment."

In addition, the inspecticn will encompass an evaluation of your engineering and technical support activities as they relate to the plant service water and residual heat removal service water systems.

This is a team inspection with up to seven individuals expected to be involved:

one team leader, and six subject matter experts.

Sometime during the second week in January, one or two members of the team will visit your site to accomplish preliminary inspection activities. The entire team will be onsite the weeks of January 24 and February 7, 1994.

To improve the effectiveness of the inspection and lessen its impact upon your staff, there are a number of actions the team is requesting.

First, since overview presentations have been an efficient means to communicate relevant information, informal presentations from your staff during the week of January 24th describing the plant service water and residual heat removal service water systems' design and operation, significant modifications since original licensing, actions in response to Genaric Letter 89-13, and a history of system problems are encouraged.

Second, a tour /walkdown of the plant service water and residual heat removal service water systems during the week of January 24th by the cognizant system and design engineers would be appreciated.

Third, the team will be reviewing a large amount of records, procedures, and design documents.
