CALVERT CLIFFS NUCLEAR POWER PLANT - NRC BASELINE SECURITY INSPECTION REPORT 05000317/2018410, 05000318/2018410, AND INDEPENDENT SPENT FUEL STORAGE SECURITY INSPECTION REPORT 07200008/2018401

Dear Mr. Hanson:

On September 13, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at the Calvert Cliffs Nuclear Power Plant. The NRC inspectors discussed the results of this inspection with Mr. Mark Flaherty, Site Vice President, and other members of your staff.

Inspectors documented the results of this inspection in the enclosed inspection report.

NRC inspectors documented one finding of very low security significance (Green) in this report.

This finding involved a violation of NRC requirements. The NRC is treating this violation as non-cited violation (NCV) consistent with Section 2.3.2.a of the Enforcement Policy.

One cross-cutting aspect was assigned to a finding in the area of Human Performance.

Specifically, Exelon failed to recognize and plan for the possibility of mistakes, latent issues, and inherent risk [H.12].

If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information-Withhold from public disclosure under 10 CFR 2.390, in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1).
