Areas Ins ected:
Routine, unannounced radiological environmental protection inspection including review of program management; review of program results; and inspection of proper installation and operability of selected sampling stations.
The inspection involved 20 inspector-hours on site by one NRC inspector.
Results:
For the three areas inspected, no items of noncompliance or deviations were found.

General This inspection consisted of an examination of the licensee's radiological environmental protection program; sample stations and locations; and program results.
The licensee's Appendix B Technical Specifications were utilized as the primary inspection criteria.
The inspector reviewed the results of the licensee's monitoring program for the period from July 1, 1977 to June 30, 1978.

The inspector determined that fish and sediment samples were collected and analyzed as required from July 1, 1977 to June 30, 1978.

Sampling of background stations for milk.
The inspector determined that Amendment Nos.
26 and 8, for Units 1 and 2, dated November 8, 1978, have been issued to allow fewer than three background stations to be sampled for milk if fewer than three are available.

Pro ram Results The inspector reviewed the contractor's reports of analytical results for the period of July 1, 1977 through June 30, 1978.
The inspector noted that reasons for missing samples were documented.
Except for certain samples not taken because of weather conditions and results discussed below, all samples required were taken and properly analyzed.
The inspector noted and discussed with the licensee several
- unusual sample results.
However, no results in excess of.
regulatory limits were noted.
The inspector discussed the sampling of aqu'atic organism~/with the licensee.
As noted in a previous inspection report, aquatic organisms have not been naturally available in suffi-cient quantity to sample.
However, the licensee stated that algae were sampled from the riprap for the first time during the last half of 1978.
The inspector noted that a few sample results are missing.
Results of analyses for Sr-89 and Sr-90 for the last quarterly composite of particulate filters during 1977 were not reported.
Results of Sr-89 and Sr-90 quarterly analyses of lake water samples for July 1977 June 1978 were also not reported.
Various analytical results of milk samples for Sr-89 and Sr-90 during October-December 1977 were not reported.
This area will be reviewed during a future inspection to ensure that the missing sample results discussed above have been reported as required by Environmental Technical Specification 4.2.
This item is considered unresolved.

Air Sam lin Stations The inspector discussed anomalous air volumes reported for various air sampling stations.
The licensee stated that some of the problems were caug~d by the previous sample collector, as discussed previousl Others were caused by a leaky diaphragm in the dry gas meter.
The meters are now being replaced as problems appear.
The inspector visited selected air monitoring stations.
Equip-ment appeared to be functioning, and calibrations were completed as required.
