ARKANSAS NUCLEAR ONE, UNITS 1 AND 2 - NRC SECURITY INSPECTION REPORT 05000313/2018404 AND 05000368/2018404
Dear Mr. Anderson:
On, April 5, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Arkansas Nuclear One, Units 1 and 2, facility. The NRC inspectors discussed the results of this inspection with Mr. B. Davis, Engineering Director, and other members of your staff. The results of this inspection are documented in the enclosed report.
No NRC-identified or self-revealing findings were identified during this inspection.
In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public Inspections, Exemptions, Requests for Withholding, of the NRC's Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRCs Public Document Room or from the Publicly Available Records (PARS) component of the NRC's Agencywide Documents Access and Management System (ADAMS). SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a Baseline Security Inspection at Arkansas Nuclear One, Units 1 and 2, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors.

INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs)in effect at the beginning of the inspection unless otherwise noted. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2201, Security Inspection Program for Commercial Nuclear Power Reactors. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.
71130.04 - Equipment Performance, Testing, and Maintenance
The inspectors evaluated the security equipment performance, testing and maintenance program. The following elements were evaluated:
Tier I: all 38 requirements
Tier II: all 4 requirements
Tier III: all 2 requirements
71130.07 - Security Training
The inspectors evaluated the security training program. The following elements were evaluated:
Tier I: all 16 requirements
Tier II: all 6 requirements
Tier III: all 5 requirements
EXIT MEETINGS AND DEBRIEFS
On April 5, 2018, the inspectors presented the Baseline Security Inspection results to Mr. B. Davis and other members of the licensee staff. The inspector asked whether any of the material examined during the inspection should be considered proprietary. No proprietary information was identified.
