Areas Inspected: Routine announced inspection of the licensee's radio-logical Emergency Planning Program including coordination with off-site support agencies; instrumentation and supplies; tests and drills; licensee's internal audit program; emergency plan and implementing procedures; emergency training; and observation of an emergency drill on December 13, 1977. The inspection involved 40 on-site hours by two NRC inspectors.

Results: No' items of noncompliance or deviations were noted.

Facilities and Equipment

a.

Emergency Kit Inventory The inspectors examined the inventory of supplies, equipment, and procedurec maintained in the emergency kits located at the Emergency Ass 3nbly Area, Emergency Control Center, Control Room, Emergency Control Office, and Site Ambulance. The inventory of equipment to be maintained in the various kits is listed in Appendix J of the Emergency Plan. A detailed inventory of each kit is conducted each quarter.

Facilities The inspectors visited Emergency Control Center and Emergency Control Office to detemine if facilities are being maintained as described in the Emergency Plan.

c.

Inventory, Calibration, and Maintenance of Emergency Equipment

The inspectors examined and evaluated the adequacy of procedures and schedules established by the licensee for calibration, maintenance, and inspection of the emergency equipment required in the Emergency Plan, technical specifications, and implementing procedures. This included a review of equipment such as portable survey meters; counting instruments; air samplers; plant effluent monitors; and meteorological instruments.

Emergency Training The inspectors reviewed the licensee's training program for AP&L personnel and off-site support agencies. Training requirements are

listed in Section 5 of the Emergency Plan.

a.

General Employee Training A discussion of the basic aspects of the Emergency Plan is conducted as part of initial training for each new enployee.

The inspectors examined the training records for seven new employees and verified that training was conducted as specified in Section 4 of the Training Manual. The Training Coordinator stated that, except for training pr ;fided to Emergency Team Members, refesher training is not conducted on a routine basis

for pennanent plant personnel.

Off-Site Agencies The licensee's records indicated that the various off-site I

support agencies indentified in the Emergency Plan were O

contacted during the past year for the purpose of reviewing

agreements and responsibilities.

AP&L Personnel The inspectors examined training records for AP&L personnel with assigned responsibilities. Section 5.3 of the Emergency Plan requires that training sessions be conducted semi-annually

for personnel with assigned responsibilities.

It was noted that two training session have not been conducted for the Outy Emergency Coordinators, Emergency Medical and Decontamination Team, Emergency Evacuation and Security Team, and Emergency Recovery and Re-entry Team for the period December 31, 1976 through December 13, 1977. However, the

-

licensee's procedures allow a - 25Y, margin; therfore, training

would not be over-due until April 1,1978.

Emergency Plan and Implementing Procedures The inspectors examined the licensee's. program for up-dating and

approving changes made to the Emergency Plan and implementing procedures.

It was noted that changes made to Emergency Plan and implementing procedures were properly documented.

Emergency Drill The inspectors examined the licensee's records of radiological emergency drills conducted since the previous emergency planning inspection to determine compliance with Section 5.6 of the Emergency Plan. The previous emergency planning inspection was conducted during April 25-27, 1977. The licensee's records indicated that no drills have been conducted between December 21, 1976 and December 12, 1977.

A small scale drill for the Emergency Team was conducted during this inspection of December 13, 1977. The scenario for the December 13 drill was such that only limited aspects of Emergency Plan were tested.

Tne December 13 drill involved the following:

Section 5.6.4 of the Emergency Plan lists certain aspects of the Emergency Plan that must be tested annually. The licensee's records indicated that many of these requirements have not been tested between

December 31, 1976 and December 13, 1977. However, procedures allow a t 25% margin in order to complete the specified requirements.

Therefore, the requirements of Section 5.6.4 will not be over-due

until April 1,1978.

Two NRC inspectors and three A?&L employees observed the December 13

-

drill. The NRC inspectors observed activities at the Emergency Control Center. A critique was held on Lacember 14, 1977, to discuss problems identified during the drill. Some of the significant problems identified include the following:

Unable to calculate proper magnitude of release (Procedure E.P. 1202.37). This same problen was also experienced during the December 31, 1976, drill. See IE Inspection Report No. 50-313/77-08.

Since the December u,1977, drill only tested limited aspects of the Emergency Plan, it was not possible to evaluate the licensee's response to a large scale " General Emergency" type drill. Howser, based on problems observed during the December 13, drill and past inspection results (See Inspection Report No. 50-313/77-08),it appears that the licensee would need to devote more time to their p

Emergency Planning Program in order to have an adequate response during a General Emergency drill.

In its present fom, Section 5.6 of the Emergency Plan does not specify that the licensee must test the various aspects of the Emergency Plan during a single drill. Consequently, the past drills have usually been restricted to testing selected components of the plan. Matters concerning the scope and content of past emergency drill have been famarded to the NRC Headquarters staff for review and

appropriate action.

Licensee Audits The inspectors examined audits performed by the licensee to detemine compliance with Technical Specification 6.5.2.8.d.

10. Exit Interview

An exit interview was held with the AP&L personnel denoted in paragraph 1.b on December 14, 1977 to discuss the inspection findings.
