This refers to the inspection conducted by Messrs. Brownlee, Swan, and Vallish on December 6-10, 1971, of the activities authorized by AEC O
Construction Permit No. CPPR-57 for the Arkansas Nuclear One, Unit 1 (j facility and of your quality assurance program for work to be performed under an exemption from the requirements of'10 CFR 50.10 for the Arkansas Nuclear One, Unit 2 facility, and to the d.'.scussion of our findings held by Mr. Brownlee with Messrs. Moore, Bland, and Bean of your staff and Messrs. Loth, Zampieri,and Mejia of Bechtel.Tgineering Corporation (Bechtel) at the conclusion of the inspection.
Areas examined during the inspection included Unit 1 electrical systemt,

reactor vessel, steam generators, pressurizer, reactor vessel internals, primary coolant pumps, containment post-tension system, primary coolant loop and auxiliary piping systems erection, and construction r.:tivities authorized by the construction permit exemption for Unit 2.

L-s, the inspection consisted of selective examination of procedures and represeatative records, intervieve with site personnel, and observa-tions by the inspectors.

Within the scope of this inspection, no noncompliance items were identified.

During the inspection, our inspectors observed undesirable bending of the tendon vires while the stressing washer was being advanced on the tendon l
assembly for buttonheading.
Since this may relate to the design of the stressing washers, the item has been referred to the Division of Compliance, Headquarters, for further evaluation. You will be informed of the results of this evaluation when completed.

Arkansas Power and-2-January 24, 1972 Light Company As discussed with representatives of your staff, the inspectors observed isolated cases of lack of uniformity of veld transitions between piping and valves or fittings and in the amount of veld reinforcement buildup on joint velds.
It is our understanding that Arkansas Power and Light Company will evaluate the condition and take corrective action where indicated. The item vill be examined further on subsequent inspections.
