Background A meeting was held by SMUD staff with their Inspection Contractor and Authorized Inspection Agency p)ersonnel to present-their plansto b for the inservice inspection (ISI 1978 refueling outage.

Meeting Summary Principal understandings reached were as follows:
a.
The refueling outage is scheduled to begin November 15, 1978, and is planned to be 29 days in duration.

The ISI examinations will be performed by Babcock and Wilcox (B&W), except for steam generator eddy current testing which will be performed by Zetec Corp.
c.
The applicable ASME B&PV Section XI codes are:
(1) Class 1 Components:
1971 edition through Summer-1973

Addenda.
(2) Class 2 & 3 Components:
1974 edition through Summer-1975 Addenda, d.
Steam generator tube eddy current inspection is scheduled to start on day 5 of the outage.
The two steam generators will be inspected concurrently.
For each generator, the initial examination will be 3% of the tubes selected at random as'
required by the Technical Specifications.
In addition, all tubes in the three rows on each side of the open inspection lane are to be examined in each generator.
It is expected that this inspection will require -21/2 days.
e.
Reactor vessel inspection depends on the availability of the B&W UT machine presently in use at Oconee.
Present scheduling indicates that the machine may become available early in December.
The scope of the vessel inspection includes 2 out-let nozzles,1/3 of the flange ligaments, and 1/3 of the vessel to flange weld, f.
Inspection technicians are-to be qualified to SNT-TC-1 A-1968.
The level III examiner is designated rather than qualified by examination.
g.
An ISI Program Manual, detailing the inspections to be 3erformed for this inspection and for future outages, will 3e provided in early November, h.
A copy of the inspection manual will be provided to NRC by SMUD.
i.
Hartford will initial on the data sheet those examinations that are witnessed.
They will review 100% of the completed l
data sheets.

SMUD will provide the required calibration blocks for all UT examinations.
