Scope: Routine meeting with senior licensee management officials to review the inspection and enforcement history at Rancno Seco during the past three years. Various aspects of the NRC inspection program and the responsibilities of the Office of Inspection :nd Enforcement were discussed.

Purpose of Meeting,

A meeting between senior licensee management and NRC Inspection and Enforcement, Region V, representatives was held on June 6,1978 at the licensee's District headquarters in Sacramento, California. The primary purpose of the meeting was to review the inspection and enforcement history at Rancho Seco for the past three years. Other subjects discussed during the meeting included the inspection program, NRC enforcement sanctions, licensee event reports, and the expected

operating schedule for the Rancho Seco facility.

Management Meeting Sumary Representatives of the Region V office discussed the NRC's inspection and enforcement program. Coments presented included the following:

- A brief description of the IE inspection program, including discussion of the resident inspection program and its possible future implementation at Rancho Seco.

- A summary'of the reactor safety inspection program history for the past three years. The licensee was advised that the facility had shown satisfactory performance with respect to reportable occurrences, items of noncompliance, and related corrective actions. The licensee's existing comitment to implement the site-wide training program by the sumer of 1978

was reaffirmed.

- A summary of the radiological and environmental inspection program history. Although two areas were identified (use of

'

procedures and posting of radiation areas) wherein repeat

noncompliance items have been observed, the licensee overall management of the environmental, radiation protection, and

'

emergency planning programs was stated to have been effective.

,

- A discussion of safeguards inspection program experience with respect to physical protection and materials accountability.

Inspection and Enforcement representatives observed that several aspects of 10 CFR 73.55 are still being resolved between-the licensee and NRR but cautioned that the licensee must be in full compliance with the revised 73.55 by August 24, 1978 unless fomal relief is granted by the NRC.

i Licensee representatives highlighted the facility's expected schedule for the remainder of 1978 and described plans for implementing the site-wide training program.

Inspection and Enforcement representatives concluded the meeting by stating i

that the licensee has demonstrated proficiency and a cooperative attitude

in operation of the facility over the past three years.

It was also observed that recent experiences at other facilities mandate continued vigilance, particularly with respect to physical security and personnel radiation exposures.
