'The inspector conducted an in-office and onsite review of Security Event -

Report Number 86-01 that had been submitted by the licensee to NRC in accordance with 10 CFR 73.71. The inspector verified that the licensee provided response and compensatory measures in accordance with the security and contingency plan . MC 92701 - Status of Inspector Followup Item (Closed) Inspector Followup Item (IFI) 50-309/85-24-01:

The inspector reviewed documentation of contingency drills that were conducted by each security shift since the last NRC inspection. The drills were well documented and no discrepancies were note . MC 81022 - Security Organization The licensee's security organization was found by the inspector to be in conformance with the approved physical security plan. The inspector confirmed that the licensee was maintaining a management system to provide for the revision, implementation and enforcement of physical protection procedure . MC 81038 - Records and Reports The inspector randomly sampled logs and records for accuracy, complete-ness, unusual conditions, significant events and trends, required entries, and proper reporting. All elements reviewed were found to be satisfactor . MC 81042 - Locks, Keys and Combinations The inspector verified that the licensee was maintaining the locks, keys and combinations in conformance with the security plan and written procedure No discrepancies were note . MC 81052 - Physical Barriers - Protected Area The inspector verified that the licensee was maintaining the physical barriers surrounding the protected area in conformance with the security plan. The inspector observed that the protected area barrier had been restored to its original configuration after being modified to accommodate the removal of a portion of the turbine generato . MC 81054 - Physical Barriers - Vital Area The inspector verified that the licensee was maintaining the physical barriers surrounding the vital areas in conformance with the security

At the exit interview, the licensee stated that the requested information would be forwarded to the Regional Office. Inspector Followup Item 50-309/86-04-0 . MC 81078 - Detection Aids - Protected Area The inspector verified that the licensee was maintaining the detection aids for the protected area barrier in conformance with the security plan. The inspector observed the licensee perform a satisfactory test of the protected area barrier alarm. No discrepancies were note . MC 81084 - Alarm Stations The inspector determined, by observation, that the alarm station operators were maintaining the Central and Secondary Alarms stations in conformance with the security plan and written procedures. Operators were observed to conduct shift changes in accordance with appropriate procedure .- , _ _ - _ _ - - - . _ .

MC 81501 - Training and Qualification The inspector randomly sampled the training records of five contract security force personnel for accuracy, completeness and required entrie All elements reviewed were satisfactor The inspector also visited the Wisscaset Rod and Gun Club facilities in Wisscaset, Maine, to observe a member of the security force undergoing qualification in firearms. The inspector found that the range was super-vised and managed in a professional manner. No discrepancies were observe . MC 81601 - Security Contingency Plan (SCP)

The inspector determined that the security force was exercising all of the security contingency events identified in the SCP as special training, on a_ continuing basis. The results of those drills were on file and avail-able for NRC revie .
