SUBJECT:

KEWAUNEE NUCLEAR POWER PLANT USNRC INSPECTION REPORT 50-305/02-09

Dear Mr. Coutu:

On September 20, 2002, the Nuclear Regulatory Commission (NRC) completed an inspection at your Kewaunee Nuclear Power Plant. The enclosed report documents the inspection findings which were discussed on September 19, 2002, with you and members of your staff.

The inspection was an examination of activities conducted under your license as they relate to the Safeguards Strategic Performance Area and compliance with the Commissions rules and regulations and with the conditions of your license. Within this area, the inspection consisted of a selected examination of procedures and representative records, observation of activities, and interviews with personnel. Specifically, this inspection focused on Access Authorization (Behavior Observation), Access Control (Search of Personnel and Package Identification and Authorization), and Performance Indication Verification.

There was one finding of very low safety significance (Green) identified in the report.

In accordance with 10 CFR Part 2.790 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
