NRC SECURITY INSPECTION REPORT 05000295/2013403(DNMS);

05000304/2013403(DNMS) - ZION NUCLEAR POWER STATION

Dear Mr. Daly:

On June 20, 2013, the U. S. Nuclear Regulatory Commission (NRC) completed a security inspection at the permanently shut-down Zion Nuclear Power Station in Zion, Illinois. The purpose of the inspection was to determine compliance with NRC Order EA-03-099, for additional security measures associated with access authorization, fitness for duty, and behavioral observation. The enclosed report documents the inspection results, which were discussed with you and members of your staff on May 10, 2013, at the conclusion of the on-site inspection and on June 20, 2013 following in-office review.

The inspection was conducted in response to an incident involving site security officers, which your staff reported to the NRC on April 29, 2013. The inspection examined activities conducted under your license as they relate to security and compliance with the Commissions rules and regulations and with the conditions of your license. Areas examined during the inspection are identified in the enclosed report. Within these areas, the inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.

No NRC-identified or self-revealing findings were identified during this inspection. However, a licensee-identified violation which was determined to be of very low safety significance is documented in this report. The violation is categorized at Severity Level IV. Since the violation is of very low safety significance, was self-identified and documented in your corrective action program, the NRC is treating this issue as a non-cited violation (NCV) in accordance with Section 2.3.2 of the Enforcement Policy.

Enclosure Contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled. No response is required for the non-cited violation. However, if you contest the subject or severity level of the NCV you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001; with copies to the Regional Administrator, Region III; and the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.

In accordance with Title 10 of the Code of Federal Regulations (CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/

reading-rm/adams.html. Since the enclosed report contains security related information and must be protected from unauthorized disclosure, the enclosure will not be available for public inspection.
