Engineering Support Section 2 Inspection Summary Inspection on March 27-28 and April 5,1979 (Report No. 50-301/79-05)

Areas Inspected: QA/QC programs, implementing procedures, work activities and data review associated with (1) inservice inspection of reactor coolant system components, and (2) steam generator tube, and other components inspection. This inspection involved a total of 18 inspector-hours onsite by one NRC inspector.

Inservice Inspection Wisconsin Electric Power Company (WEPCo) performed this a.

Unit 2 inservice examination to the requirements of the 1971 ASME Boiler and Pressure Vessel Codes through Summer 1971 Addenda.

Special Requirements of the Technical Specifications, Section 15, were implemented.

Southwest Research Institute (SWRI) assisted in the development of the inspection program and implemented the required examinations.

for the ISI and steam generator examinations.

Westinghouse (W) personnel performed the steam generator examinations, with subcontractor assistance from the ZETEC for Eddy Current interpretation service.

Review of Programs a.

Inservice Inspection The inspector established through examination of records and discussion that (1) the QA/QC programs of the licensee and its contracted agents (SWRI and }[) were documented and properly approved, (2) the programatic requirements for inservice inspection of the reactor coolant and associated systems as specified by the Point Beach Technical Specification, Section 15, was implemented, and (3) the development of the inspection program scope was adequately based on records of previous inspections and requirements for the fifth outage in this the second period.

A recent WEPCo vendor audit of SWRI, dated August 28, 1978, was reviewed.

b.

Steam Generators A and B The inspector examined the steam generator inspection and evaluation program and determined that it met the requirements of the Point Beach Technical Specification, Section 15.4.2.

The programatic requirements were contained in }[ procedures No. MRS-2.4.2, Gen. 18 and its technical supplements. The 1[ site activity was controlled by 1[ procedure No. OPR-610-3.

A recent WEPCo vendor audited by 1[, dated January 17-18, 1979, was reviewed.

No items of noncompliance or deviations were identified within the areas reviewed.

Review of Procedures a.

Inservice Inspection The following nondestructive rest procedures (for visual, ultrasonic, and liquid penetrant examinations) developed by the licensee's agent, SWRI, were reviewed in detail. No adverse findings were identified relative to approval, control, personnel qualifications and technical content of these documents:

Steam Generator Inspection A and B The procedures for this activity were reviewed.

It was determined that the procedures were completely responsive to the commitments of the Point Beach Technical Specifications and ASME Code Section XI.

The procedures adequately address the technicalities, personnel qualifications, evaluation of findings, documentation and its control.

A portion of the procedures reviewed are exemplified by the following:

(1) Control of Field Service Activities No. OPR-6 )-3.

(2) " Eddy Current Inspection of Steam Generator Tubing -

Preservice and Inservice" No. MRS-2.4.2 Gen-18 and its technical supplements.

No items of noncompliance or deviations were within the areas reviewed.

Observation of Inspection Activities a.

Inservice Inspection The inspector observed several nondestructive test activities as implemented by SWRI inspection personnel and the associated record keeping activities. This inspection effort involved calibration and performance of ultrasonic examinations, visual examination, record keeping activities, and the licensee's resolution of a component identification error identified by its contracted agent.

Steam Generators A and B The inspector observed and had discussions yith W personnel performing Eddy Current inspections on the steam generator tubes. Those observations included calibration activities for the Eddy Current inspection instruments and data acquisi-

tion by two W crews.

Moreover, the inspector observed the interpretation and evaluation of the Eddy Current data by the 1[ ZETEC Level II.

No discrepant conditions or activities were identified.

As a result of these examinations, it is apparent that the integrity of the steam generators has not changed signifi-cantly since the previous examination.

No items of noncompliance or deviations were identified.

Inspection / Examination Record Review. ISI and Steam Generators The inspector examined the complete interim examination reports for the ISI and steam generator inspection activity.

No items of noncompliance or deviations were identified.

6.

Material and Equipment Certifications and Calibration Records During the inspection of the ISI and steam generator examination activitiy outlined above, the inspector examined each required material certification and each calibration record for the instru-ments used and also those available for use during these examinations.

No discrepancies were noted.
