SUBJECT:
COLUMBIA GENERATING STATION - TEMPORARY INSTRUCTION 2515/186,
"INSPECTION OF PROCEDURES AND PROCESS FOR RESPONDING TO POTENTIAL AIRCRAFT THREATS;" INSPECTION REPORT NUMBER 05000397/2013407
Dear Mr. Reddemann:
On July 24, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your Columbia Generating Station using Temporary Instruction 2515/186, Inspection of Procedures and Processes for Responding to Potential Aircraft Threats. The enclosed inspection report documents the results of the inspection, which were discussed during an exit meeting on July 24, 2013, with members of your staff.
The objective of this inspection was to assess the implementation procedures and processes of your Columbia Generating Station that are required by Title 10 of the Code of Federal Regulations (CFR) 50.54(hh)(1), which provides the requirements for responding to a potential aircraft threat. The results from this inspection, along with the results from this inspection performed at other operating commercial nuclear plants in the United States, will be used to evaluate the U.S. nuclear industrys readiness to safely respond to similar events. These results will also help the NRC to determine if additional regulatory actions are warranted.
The inspection examined activities conducted under your license as they relate to the implementation of 10 CFR 50.54(hh)(1), your compliance with the Commissions rules and regulations, and with the conditions of your operating licenses. Within these areas, the inspection involved examination of selected procedures and representative records, observations of activities, and interviews with personnel.
Based on results of this inspection, no NRC-identified or self-revealed findings were identified. If you contest any finding or the subject in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001, with copies to the Regional Administrator, Region IV; the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Resident Inspector at Columbia Generating Station.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS). In accordance with 10 CFR 2.390(b)(1)(ii), the NRC is waiving the affidavit requirements for your response.
Should you have any questions regarding this inspection, we will be pleased to discuss the issues with you.
Sincerely,
/RA/
