SUBJECT: ZION NUCLEAR POWER STATION (PERMANENTLY SHUT DOWN) - NRC SECURITY, MATERIAL CONTROL AND ACCOUNTING PROGRAM INSPECTION REPORT 05000295/2012403(DNMS); 05000304/2012403(DNMS)

Dear Mr. Daly:

On November 6, 2012, the U. S. Nuclear Regulatory Commission (NRC) completed a security inspection at the Zion Nuclear Power Station, which included an evaluation of your material control and accounting program, and the protection of safeguards information. The enclosed inspection reports documents the inspection results which were discussed with Mr. Bouchard, and members of your licensing and security management staff, at the conclusion of the on-site inspection on November 6, 2012. The inspection examined activities conducted under your license as they relate to security and compliance with the Commission=s rules and regulations and with the conditions of your license. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.

No NRC-identified or self-revealing findings were identified during this inspection. However, a licensee-identified violation which was determined to be of very low safety significance is documented in this report. This violation is being treated as a Non-Cited Violation (NCV), consistent with Section 2.3.2 of the Enforcement Policy.

If you contest the violation or significance of the NCV, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001; with copies to the Regional Administrator, Region III; and the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.

Enclosure Contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled. In accordance with Title 10 of the Code of Federal Regulations (CFR) 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/ reading-rm/adams.html. However, because of the security-related discussion contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letter's enclosure will not be available for public inspection. We will gladly discuss any questions you may have regarding this inspection.
