General During the p'eriod November 4-9, 1982, the NRC conducted a follow up inspection of emergency preparedness, of items found during a previous emergency preparedness appraisal.
In addition, an exercise was conducted on October 6-8, 1982. As a result of these inspections a number of deficiencies were identified which required resolution.
In particular items 81-20-07 and 81-20-12, were identified as requiring resolution prior to start-up. In addition, in a letter dated January 13, 1983 (5211-83-012) the licensee committed to undertake corrective actions concerning deficiencies identified during the October 1982, exercise. The purpose of this inspection was to review the status of the licensee's actions pertaining to resolution of these items.

Licensee Action on Previous Inspection Findings 3.01 (Closed) 50-289/81-20-06 Completion of modifications to the reactor building evacuation alarm system.
Modifications to the alarm system were verified to be adequate 'r the NRC TMI staff. This item was reviewed and closed in Inspection Report 50-289/83-04.
3.02 (Closed) 50-289/81-20-07 Inclusion-of high range noble gas and effluent analyses in the accident assessment scheme.
The inspector noted that Revision 5 of procedure EPIP-1004.7 "offsite/
onsite dose projections", PRG approved on 5/10/83, included high range noble gas and effluent analyses in the accident assessment scheme.
Installation, calibration, and radiation protection review of the system will be followed up as 289/82-BC-42 through 46, by the NRC TMI staff.

4.07 (Closed) TMI-1 Restart Certification Item 137A Verify and document completion of one full iteration of Emergency Organization Training for offsite support organization including local fire departments, ambulance services, local police department, state police and middletown police.

The inspector held discussions with licensee training personnel, reviewed lesson plans, attendence records, section 4.8.1 " Organization Prepared-ness" of. the Emergency Plan (Rev. 4) and letters of agreement and noted that training to offsite support organizations was given to local fire departments, ambulance' services and State Police and to those facilities for which there were letters,of agreement. Middletown police were offered training by the licensee but' declined. The Emergency Plan does not provide for support of Middletown police but provides for use of the State s
Police.

The inspector reviewed attendance records and noted that training was

given by RMC to Hospital personnel of the Hershey Medical Center and to ambulance personnel of the various rescue squads stated in the Emergency Plan at the Hershey Medical Center on August 4, 1982.
