INDIAN POINT ENERGY CENTER, UNIT 3 - SENIOR REACTOR OPERATOR RETAKE LICENSE EXAMINATION REPORT 05000286/2018301
Dear Mr. Vitale:
On July 3, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a written retake license examination at the Unit 3 facility. The enclosed examination report documents the examination results, which were discussed on July 25, 2018, with Mr. C. Kocsis, Operations Training Superintendent.
The retake examination evaluated two applicants for instant senior reactor operator licenses.
This written retake examination was developed using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 11. The chief examiner determined that both applicants satisfied the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 55, and the appropriate licenses were issued on July 25, 2018.
No findings were identified during this examination. This letter, its enclosure, and your response (if any) will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and the NRC Public Document Room in accordance with Title 10 of the Code of Federal Regulations (10 CFR), Part 2.390, Public Inspections, Exemptions, Requests for Withholding.

Operator Retake License Examination Report.
One NRC examiner evaluated the competency of two applicants for instant senior reactor operator licenses at Indian Point Energy Center, Unit 3. The facility licensee developed the retake written examination using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 11. The licensee administered the examination on July 3, 2018.
The NRC examiner determined that the applicants satisfied the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 55, and the appropriate licenses have been issued.

.1 License Applications
a. Scope
The examiner reviewed the license applications submitted by the licensee to ensure the applications reflected that the applicants satisfied the relevant license eligibility requirements. The application was submitted on NRC Form 398, Personal Qualification Statement, and NRC Form 396, Certification of Medical Examination by Facility Licensee. The examiner audited the license applications in detail to confirm that they accurately reflected the subject applicants qualifications. This audit focused on the applicants experience, on-the-job training, control manipulations that provided significant reactivity changes, and remediation training.
b. Findings
No findings were identified.
.2 Initial Licensing Examination Development
a. Examination Scope
The facility licensee developed the retake written examination in accordance with NUREG-1021, Revision 11. All licensee facility training and operations staff involved in examination preparation and validation were listed on a security agreement. The NRC provided the written exam outline on March 23, 2018. The facility licensee submitted the draft examination package on May 1, 2018. The chief examiner reviewed the draft examination package against the requirements of NUREG-1021, and provided comments to the licensee. The licensee satisfactorily completed comment resolution on June 22, 2018.
b. Findings
The examiner determined that the retake written examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.

The examiner discussed examination security for examination development for compliance with NUREG-1021, Revision 11 requirements.

4OA6 Meetings, Including Exit
The chief examiner presented the examination results to Mr. C. Kocsis, Operations Training Superintendent, on July 25, 2018. The facility licensee acknowledged the findings presented.
The licensee did not identify any information or materials used during the examination as proprietary.
