MID-CYCLE PERFORMANCE REVIEW AND INSPECTION PLAN -
INDIAN POINT NUCLEAR GENERATING UNITS 2 AND 3 (REPORT 05000247/2013006 AND 05000286/2013006)
Dear Mr. Ventosa:
On August 14, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed its mid-cycle performance review of Indian Point Nuclear Generating Units 2 and 3 (Indian Point). The NRC reviewed the most recent quarterly performance indicators (PIs) in addition to inspection results and enforcement actions from July 1, 2012, through June 30, 2013. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility.
The NRC determined that overall, Indian Point operated in a manner that preserved public health and safety and met all cornerstone objectives. The NRC determined the performance at Indian Point during the most recent quarter was within the Licensee Response Column of the NRCs Reactor Oversight Process (ROP) Action Matrix because all inspection findings had very low safety significance (Green), and all PIs indicated that your performance was within the nominal, expected range (Green). Therefore, the NRC plans to conduct ROP baseline inspections at your facility.
The enclosed inspection plan lists the inspections scheduled through December 31, 2014.
Routine inspections performed by resident inspectors are not included in the inspection plan.
The inspections listed during the last nine months of the inspection plan are tentative and may be revised at the end-of-cycle performance review. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. This inspection plan does not include security related inspections, which will be sent via separate, non-publicly available correspondence.
In addition to baseline inspections, the NRC will perform Inspection Procedure (IP) 60855.1, Operation of an Independent Spent Fuel Storage Installation at Operating Plants, IP 60845, Operation of Intra-Unit Fuel Transfer Canister and Cask System, and Temporary Instruction (TI) 2515/182, Review of the Implementation of the Industry Initiative to Control Degradation of Underground Piping - Phase 2. We have also scheduled a review of your proposed commitments made during the license renewal application process regarding Indian Point Unit 2. This activity will include a review of Aging Management Program implementation and will be conducted using TI 2516/001, "Review of License Renewal Activities." The overall purpose of the review is to assess progress of your actions associated with monitoring passive components within the scope of license renewal and as tentatively accepted by the staff's safety evaluation report. As described in our assessment letter dated March 4, 2013, the NRC has modified the inspection program at Indian Point. On January 1, 2012, the NRC implemented an inspection program which performs major team inspections, with the exception of triennial fire protection inspections, on a site basis versus a unit basis. Also, on January 1, 2013, the NRC reduced the inspection sample requirements for the resident baseline inspection program and set resident staffing at three permanent resident inspectors instead of four. However, the modified inspection program maintains an increased NRC inspection effort and staffing compared to other dual unit sites in the U.S.
