June 3-4, 1975 at Indian Point Station, Unit 3 of activities authorized

by NRC License No. CPPR-62 and to the discussions of our findings held l
by Mr. Devlin with Messrs. Salay, Stein, Makepeace and Warren at the

conclusion of the inspection, and to a subsequent telephone discussion between Mr. Devlin and Mr. Warren on June 27, 1975.

l Tte area examined during this inspection was limited to the Physical (
Security Program, Pre-Operational. Within this area, the inspection (,
consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector.

Within the scope of this inspection, no items of noncompliance were observed.

The areas of your physical security program that are incomplete will remain as outstanding items.
It should be noted that these items must

be resolved and the physical security program fully implemented at Unit
'
3 prior to the issuance of an operating license.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice",
Part 2, Title 10, Code of Federal Regulations, documentation of your l
control and accounting p ocedures for safeguarding special nuclear materials and your facility security procedures are exempt from dis-closure; therefore, the inspection report will not be placed in the Public Document Room and will receive limited distribution.
