SUBJECT:

SURRY POWER STATION INTEGRATED PERFORMANCE ASSESSMENT PROCESS (IPAP)

PRELIMINARY ASSESSMENT REPORT (NRC INSPECTION REPORT NOS. 50-280/96-201 AND 50-281/95-201)

Dear Mr. O'Hanlon:

During the period from January 22 through February 2, 1996, a team under the direction of the Special Inspection Branch of the Office of Nuclear Reactor Regulation completed the in-office review phase of an Integrated Performance Assessment of the Surry Power Station, Units l and 2.

This phase of the assessment consisted of review of the inspection record and performance history for a two year period spanning January 1994 to December 1995.

The in-office review identifies performance strengths and weaknesses in the areas of Safety Assessment/Corrective Action, Operations, Engineering, Maintenance, and Plant Support.

The results are summarized in the attached preliminary assessment report and are depicted on the attached Preliminary Performance Assessment/Inspection Planning Tree.

The second phase of the assessment will consist of a two week on-site assessment scheduled to begin on February 26, 1996.

During this phase of the assessment, the team will validate its preliminary observations as well as draw conclusions in those areas originally considered to be indeterminate.

The results of the on-site as~essment will be evaluated along with those of the in office review and documented in a Final Assessment Report.

The final results will also be depicted on a Final Performance Assessment/Inspection Planning Tree.
