PEACH BOTTOM, UNITS 1 AND 2, REACTOR OPERATOR AND SENIOR REACTOR OPERATOR INITIAL EXAMINATION REPORT NO.

50-277/02-302;50-278/02-302

Dear Mr. Skolds:

This report transmits the results of the reactor operator (RO) and senior reactor operator (SRO)

licensing examination conducted by the NRC during the period of September 23 - 27, 2002.

This examination addressed areas important to public health and safety and was developed and administered using the guidelines of the Examination Standards for Power Reactors (NUREG-1021, Revision 8, Supplement 1).

Based on the results of the examination, all four applicants passed all portions of the examination. The four applicants included 3 ROs and 1 upgrade SRO. Examination results indicated that the applicants were well prepared for the examination. Mr. P. Bissett discussed performance insights observed during the examination with Mr. T. VanWyen and others on September 25, 2002. On October 24, 2002, final examination results, including all individual license numbers, were given during a telephone call between Mr. Bissett and Mr. VanWyen and others of your staff. The NRC also expressed their appreciation to the facility for their assistance during the development of the exam by the NRC. No findings of significance were identified.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). SUMMARY OF FINDINGS IR 05000277/02-302;05000278/02-302; September 23 - 27, 2002; Peach Bottom Atomic Power Station, Units 2 and 3; Initial Operator Licensing Examination Report. Four of four applicants (3 ROs and 1 SRO upgrade) passed the examination.

The written examinations were administered by the facility and the operating tests were administered by three NRC region-based examiners.

Report Details 1. REACTOR SAFETY Mitigating Systems - Reactor Operator (RO) and Senior Reactor Operator (SRO) Initial License Examinations a. Scope of Review The Peach Bottom examination team developed the written and operating initial examinations and together with the NRC personnel, verified or ensured, as applicable, the following:

  • The examination was prepared and developed in accordance with the guidelines of Revision 8, Supplement 1 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors and it met the overall quality goals (range of acceptability) of these standards. The review was conducted both in the Region I office and at the Peach Bottom, Unit 2 and 3 plant and training facility. Final resolution of comments and incorporation of test revisions were conducted during and following the onsite preparation week.
  • Simulation facility operation was proper.
  • Facility licensee completed a test item analysis on the written examination for feedback into the systems approach to training program.
  • Examination security requirements were met.

The NRC examiners administered the operating portion of the examination to all four applicants from September 23 - 25, 2002. The written examination was subsequently administered by the Peach Bottom training staff on September 27, 2002.

b. Findings Grading and Results All four applicants (3 ROs and 1upgrade SRO) passed all portions of the initial licensing examination.

There were no post-written examination comments submitted by the licensee.

Examination Preparation and Quality The examination was within the acceptable range.

Examination Administration and Performance No generic performance errors by the applicants were noted during the administration of the examination.

4. OTHER ACTIVITIES

4OA6 Meetings, including Exit On October 24, 2002, the NRC provided conclusions and examination results to the Peach Bottom Operations Training Manager, Mr. T. Van Wyen, via telephone. License numbers for the four applicants were also provided during this time.

The NRC also expressed appreciation for the cooperation and assistance that was provided during the preparation and administration of the examination by the licensees training staff.

ATTACHMENT 2 ES501 SIMULATION FACILITY REPORT Facility Licensee: Peach Bottom 2/3 Facility Docket No: 50-277/278 Operating Tests Administered on: September 23 - 25, 2002 This form is to be used only to report observations. These observations do not constitute audit or inspection findings and, without further verification and review, are not indicative of noncompliance with 10 CFR 55.45(b). These observations do not affect NRC certification or approval of the simulation facility other than to provide information that may be used in future evaluations. No licensee action is required in response to these observations.

While conducting the job performance measure portion of the operating test, NRC examiners observed the following item:

ITEM DESCRIPTION HPCI Flow Indication During a simulator JPM, the HPCI flow indicating meter was observed to be indicating lower than expected. Simulator support personnel confirmed that the software model was correct and identified the meter error as a hardware problem. A Simulator Minor Maintenance Item (MMI #2128) was generated by the licensee to address and resolve this discrepancy.
