Scheide, Regulatory 2.0 Operational Status of the Emergency Preparedness Program Annual Emergency Medical Drill The inspector observed the licensee's actions in response to a medical injury with contamination. The drill commenced with an electrical accident which rendered the victim unconscious and not breathing. Other injuries included a broken clavicle, possible spinal in;iuries and entrance and exit burns. The victims co-worker immediately called for help and then rendered successful mouth-to-mouth resuscitation. He rendered additional first aid as appropriate until the arrival of the first aid team. The first aid team arrived on the scene promptly. They quickly evaluated the radiological conditions, and then entered the area to attend to the victim. First aid treatment was prompt and correct for the given injuries. Contamination control was ade uate. The local ambulance arrived at the site in a)proximatel 35 minutes and was immediately granted access to tie protecte area. Transfer of the victim from the plant to the ambulance was performed in a timely manner and the ambulance was off-site in approximately 15 minutes. The inspector did not accompany the ambulance to the hospital. The inspector concluded that the licensee's actions were appropriate regarding both the treatment of the victims injuries and in contamination control. The following previously identified weaknesses were adequately demonstrated:

- (CLOSED) 50-277/88-12-01 and 50-278/88-12-01: Plant manager needs to complete his emergency director qualification The inspector reviewed the training . records for the plant manager and ascertained that he has completed his training and is qualified as Emergency Directo The inspector also reviewed 'the-status of 13 other previously identified items. Corrective actions are progressing on all items, however, none were complete.
