Subject: Inspectiot. Report Nos. 50-277/84-02 and 50-278/84-02 This refers to your letter dated September 27, 1985, in response to our letter dated February 15, 1984.

Based on a review of the status of your modification package close out project and the explanations provided in your above cited letter, we found the revised date (June 30,1986) for completion of the modification close out project to be acceptable. Should it become apparent t. hat this revised schedule date will not be met, please inform us immediately of (1) 15e reasons for not completing the actions as planned, (2) detailed milestones for completions of the action and (3) management controls established to complete future quality affecting acti-vities in a timely and acceptable manner.

Dear Mr. Ebneter:

Inspection Report 277/84-02 and 278/84-02 identi fied several deficiencies in the control of modifications at Peach -

Bottom. One of the concerns involved the delays associated with completing the Maintenance Request Forms for various modifications, and their return to the Assistant Modification Coordinator for close-out of the modification package.

In our response, dated April 4, 1984, to the Inspection Report we stated that our expected completion date to

eliminate the backlog of approximately 425 modification packages requiring close-out was October 1, 1983. To date, we have closed out 232 modification packages of the 425.

The extended Unit 2 outage from April, 1984 to July, i

1985 and the subsequent Unit 3 outage, in progress, have placed a heavy workload on site personnel, especially those involved with modifications. As a result of this and turnover of personnel responsible for this modification close-out project, we estimate that the outstanding modi fication packages will not be closed out until June 30, 1986.

Mr. Stewart September 27, 1985 Page 2 These outstanding modification packages represent, in general, older modifications which are difficult to close-out because records are not readily available. Current and more recent modifications are tracked and closed out more efficiently, particularly because of the use of the Computerized History and Maintenance Planning System (CHAMPS). Documents related to these older outstanding modi fication packages were generated prior to the introduction of CHAMPS.
