Subject: Combined Inspection 50-277/a2-21 and 50-278/82-20 This refers to your letter dated December 2,1982, in response to our lethr dated November.12,1982.

Thank you for infoming us of the cornetive and preventive actions documented in your letter. These actions will be examined during a future inspection of i

your licensed pmgram.

We have re-examined Violation A.1.1 and have concluded that a concurrent duty

of the fi m watch did exist, in that he was required to be available to respond to a' security alert as well as to a fire. The absence of an event requiring either response does not change the fact that a duty other than fire watch duty was assigned. Therefore, the violation remains as cited.

Based on discussions with your staff on December 17,1982, we understand that,

in addition to the corrective actions in your letter of December 7,1982,

members of the minimum amed response force shall not be assigned to fire watch duties.
