This refers to your May 19, 1982 reply to our April 22,1082 letter.

Thank you for infoming us of your corrective and preventive actions. Those ac-tions will be examined during future inspections.

As you requested, we have re-examined Violation A.3, a citation for not adequately I

safeguarding against radiation exposure to workers. We recognize that there was I

an administrative control over reactor water level and that the operators knew how to maintain that level. Your evaluation that the citation is based on the reactor i

operator not knowing why he was to maintain level as specified is correct. This

is an essential aspect of safe plant operation and personnel radiation protection -

knowing not only what to do under normal conditions, but what to do if unusual cir-

.

cumstances develop. Because the operator did not know about the valve work, he was not in a position to notify the workers of the potential contaminated and ther--

mally het water source if level control difficulty developed. Because this speci-fic instance did not have a high likelihood of a significant radiological conse-quence, we have reclassified the Violation at Severity Level V.

In general, how-ever, we remain concerned about assurance that operators know about any unusual i

conditions and evolutions and are knowledgeable about the potential consequences.

We will emphasize this area during future inspections.

We have also re-examined Violation A.1, a citation for failure to perform the ve-i locity meter calibration for two hydraulic snubbers. Your information indicated

that there was a valid calibration check of the indicator. That infomation has beer verified by our resident inspectors. Therefore, we have downgraded the Vio-1ation to Severity Level V.
