Inspection on October 23,1978 (Combined Report Nos. 50-277/78-28, 50-278/78-31)

Areas Inspected:

Routine, announced inspection.

The inspection consisted of a review of test data related to qualification testing of electrical equipment re-presentative of equipment installed at Peach Bottom Units 2 and 3.

The inspection involved 6 inspector-hours at the licensee engineering facilitus by 2 regional based inspectors and one supervisor.

Results:

No items of noncompliance were identified.

Qualification Test Results PECo personnel presented the results of their analysis of the LOCA test conducted on cable splices, terminal boards, and junction boxes representative of those in use at Peach Bottom, Units 2 and 3.

The API splices are adequate for application in LOCA environ-

ments for a period of up to 11 years.

The Raychem WCSF-N splice is qualified for use in LOCA environ-

-

ments.

Vertical.ly mounted terminal blocks in aluminum junction boxes

-

with drain holes are qualified.

PVC splices failed to pass the LOCA oualification test.

-

PECo stated that a final report documenting the LOCA test was being prepared.

It is anticipated that the final report will be av

.1-able in approximately six weeks.

The inspector had no further questions in this area.

, Modifications to Peach Bottom, Unit 2 Based on the results of the LOCA oualification tests, PECo took the following actions during the recent outage on Peach Bottom Unit 2.

Replaced 120 API splices on relief valves and MOVs with Ray-

-

chem WCSF-N splices.

Inspected terminal blocks in Unit 2.

Replaced all horizontally

-

mounted blocks with vertically mounted blocks.

Verified all ap-plicable junction boxes contained drain holes.

Removed four (4) PVC splices and replaced them with WCSF-N

-

splices.

The inspe ctor had no further questions.

4.

Modifications to Peach Bottom, Unit 3 PECo plans to perform the same modifications (paragraph 3) on Unit 3 at the next scheduled outage.

NRC personnel stated that they felt the modifications to Unit 3 should be made at the earliest opportunity in which containment acces; becomes available and that IE:HQ would be censulted to establish a firm position.

The inspector had no further questions.

5.

Management Interview At the conclusion of the inspection on October 23, 1978, a meeting was held at the PECo Coroorate.0ffice with representatives of the licensee organizations. Attendees at this meeting included personnel whose names are indicated by notation (*) in paragraph 1.

The inspectors summarized the results of the inspection as described in this report.
