NRC INSPECTION REPORT NOS. 50-269/94-27, 50-270/94-27, AND 50-287/94-27 Gentlemen:
This refers to the inspection conducted by Ms. 0. Masnyk of this office on August 29 - September 1, and September 14 -
15, 1994. The inspection included a review of activities authorized for your Oconee facility, and a review of records at the B&W Nuclear Technologies Office in Lynchburg, VA. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed repor Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progres Within the scope of the inspection, violations or deviations were not identified. An Unresolved Item was identified during this inspection. Based on a review of access authorization records and discussion with licensee and contractor personnel it would appear that a B&W Nuclear Technologies employee, a Duke Power Company contractor, had his access authorization denied under the provisions of 10 CFR 73.56, without following the requirements of 73.56(e).
To help resolve the issue please provide the following information. Was this individual's access authorization denied, and was he given the grounds for denial and an opportunity to appeal the decision? Also, was this information communicated to any other licensee or contractor?
