This refers to the inspection conducted by Mr. J. H. Joyner of this office on September 27-28, 1976, of the facility physical protection program authorized under NRC License Nos. DPR-28, DPR-47 and DPR-55 at Oconee 1, 2 and 3.
This refers also to the discussions held with Mr. J. E. Smith and other members of your staff at the conclusion of the inspection.
The areas examined during this inspection were your program for providing protection against industrial sabotage under the applicable provisions of Title 10, Code of Federal Regulations, Part 73, " Physical Protection of Plants and Materials" and the coc:mitments contained in the July 2,1976, letter from you to Mr. Rusche. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with facility personnel, and observations by the inspector.

During the inspection, it was found that certain activities under your licenses appear to be in noncompliance with NRC requirements.
The item and reference to pertinent requirements are listed in Section I of the summary of the enclosed report.
In addition, certain of your activities appeared to deviate from commitments of your July 2 letter to Mr. Rusche. The items and references to the commitments are identified in Section II of the summary of the enclosed report.
This notice is sent to you pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations. Section 2.201 requires you to submit to this office, within 20 days of your receipt of this notice, a written statement or j
explanation in reply including:

In addition, in your repay please include your cornents concerning the deviations noted above, a description of any steps that have been or will be taken to prevent recurrence, and the date all corrective actions or preventive measures were or will be completed.
As noted in paragraph 4.A. of the Details section of the enclosed report, we would appreciate your providing the date you expect final lighting to be installed on the recently revised portion of the protected area fence.
It should be noted that the enclosed report is exempt from disclosure in accordance with 10 CFR 2.790; therefore your response including exempt information should be incorporated in a separate paper and referenced in your reply.
