This refers to the inspection conducted by Messrs. R. E. Ireland, J. R. Boardman, R. P. Mullikin, and D. E. Norman of this office during the period June 23-27, 1986, of activities authorized by NRC Operating License DPR-34 for Fort St. 'Vrain Nuclear Generating Station. Our letter of July 16, 1986, forwarded the results of this inspection. As a resul6 of tr.'s inspection, an enforcement conference was held in the Region IV office, on July 22, 1986.
After due consideration of the matters discussed at the enforcement conference and the aforementioned inspection report, we have concluded that certain activities conducted under your license were in violation of NRC requirements. Consequently, you are required to respond to this violation in writing, in accordance with the provisions of Section.2.201 of the NRC's
" Rules of Practice," Part 2, Title 10, Code of Federal Regulations. Your response should be based on the specifics contained in the enclosed Notice of Violation.
As we noted in the enforcement conference of July 22, 1986, we are concerned by the findings of this inspection. We believe~ that your corrective action program warrants close and continuing management attention. The objectives-of this management scrutiny should'be to assure that problems are identified, reviewed, and corrected expeditiously and completely. Moreover, all employees responsible for implementing your corrective action program should be sensitive to the need for timely and effective identification and resolution of problems.
In your response to the attached Notice of Violation, please be specific as to those actions taken or planned to assure the effectiveness of your corrective action program.
