During this inspection, the NRC inspector reviewed the status of the EQ outage and the possible effect of any schedule slippage on the NRC EQ team inspection scheduled for January 5,1987. Third party inspection of the EQ program was also in progress during this period and the NRC inspector monitored results of that inspection for any possible impact on the scheduled NRC inspection. Several areas were found to be behind schedule; however, the following items (status as of November 11, 1986 indicated)

appeared most likely to affect the scheduled NRC inspection:

Equipment Binder Approval - 33 of 46 approved, 39 of 46 scheduled Cable Binder Approval - 0 of 36 approved,10 of 36 scheduled EQ Maintenance SSRs - 933 of 1150 approved, 1005 of 1150 scheduled Schedule slippage could also be affected by the third party inspection findings, especially in areas of binders, EQ procedures, and engineering

-4-evaluations of design enanges. The licensee will review the current EQ outage status, including effects of third party inspection findings and provide the NRC with an update concerning the scheduled upcoming NRC inspectio . Allegation Review (4-86-A-112)

On October 28, 1986 an allegation was received by the resident inspector at FSV expressing concerns about the resolution of safety-related deficiencies which had been previously identified. Approximately 40 items Nonconformance Reports (NCR), Deviation Notices (DN), Corrective Action Requests (CAR), and Interoffice Memoranda (IOM), which were identified in the letter, were reviewed by the NRC inspector to determine if appropriate corrective action had been taken or was planned to be taken. Results of the review revealed the following: Three NCRs/DNs were issued and further review by the licensee determined that no nonconformance existed or that the condition was acceptable with no further actio One NCR was written concerning a procedural matter, and a determination was made by a QC supervisor that no nonconformance existed and that the NCR should not be issue NCRs86-440, 86-530, and 86-764 had been assigned for disposition, but disposition had not been made at the time of the NRC inspectio Five NCRs were written concerning procedural matters. Each NCR had been adequately dispositioned, and CAR 86-111 concerning generic implications had been written and dispositione CAR 86-093 identified several calibration problems which had generic implications. Corrective action is now being implemente Sixteen NCRs and DNs were issued which appeared to be isolated incidents. They had been adequately dispositione Thirteen NCRs (86-666 through 86-679, except 86-675) documented various cable termination discrepancies in the control room and auxiliary electric roo This is a generic problem and is discussed in more detail belo During the EQ walkdown and other inspections of non-EQ electrical equipment by the licensee, a number of problems were identified in NCRs referenced in paragraph 3.g., especially in the area of cable termination In order to ensure EQ program compliance prior to restart, a complete walkdown was performed of EQ-related equipment, and nonconformances were corrected when identified. The licensee identified a two phase program in CAR 86-105, which addresses the remaining equipment. Phase I, which will be completed prior-to reactor power operation, will determine whether repairs are needed to establish the operability of electrical and I&C equipmen Items requiring repair for operability will be repaired prior to restar Phase II will begin shortly after Phase I ends and will involve a systematic review and walkdown of plant systems and components. The objectives of the review and walkdown will include the verification of the as-built configurations and name plate data. Equipment maintenance requirements will also be addressed. Phase II is expected to require from 1 to 2 years ',o complete. This is considered an open item (50-267/86.~6-01).

In summary the NRC inspector considers that each technical matter identified in the allegation was adequately dispositioned by the license No questions were identified; therefore, the allegation is considered to w close . dxit Interview An exit meeting was held on November 21, 1986, at which time results of the NRC inspection were discussed with FSV staff member .
