Date Safeguards Branch Inspection Summarv Areas Inspected:

Included a review of the Security Plan; Security Program Audit; Security Organization; Protected Area Physical Barriers; Vital Area Physical Barriers; Lighting; Access Control (Identification, Authorization and Badging); Access Control (Search); Access Control (Escorting); Access Control (Vital Areas); Alarm Stations; Detection Aids; Assessment Aids; Communications; Testing and Maintenance; Compensatory Measures; Power Supply; Response; Locks, Keys and Combinations; Records and Reports; Licensee Action on Previous Inspection Findings; and Indepeident Inspection Effort. The inspection involved 77 inspector hours onsite bi two NRC inspectors. The inspection began during the day shift; 14 inspection hours were accomplished during offshift periods.

Results: The licensee was found to be in compliance with NRC requirements within the 20 areas examined during the inspection except for the following four items:

Access Control - Searching - Some hand-carried packages were not pro-perly searched.

(Infraction)

2.

Security Organization - Failure of one member of the security organization to meet requirements identified in the security plan.

(Deficiency)

3.

Physical Barriers (Vital Area) - The licensee failed to properly secure an opening in a vital area barrier.

(Deficiency)

4.

Access Control (Identification. A thorization and Badging) - The licensee did not conduct proper personnel screening in accordance with a security plan commitment.

(Deficiency)

In addition, one unresclved item was identifled, which is being forwarded to NRC Headquarters for evaluation.
