Inspection Summary Inspection on l' y 7-11, 1979 (Report No. 50-263/79-07)

Areas Inspected: Unannounced physical protection inspection regarding implementation of 10 CFR 73.55.

Specifically, the inspection covered the Monticello Security Plan, Revision 8, approved by the Office of Nuclear Reactor Regulation on March 15, 1979. The following areas were inspected:

security plan; security program audit; security organization; physical barrier = - protected area; physical barriers - vital areas; lighting; access control (identification, authorization, and badging); access control (search); access control (escorting); alarm stations; detection aids; assessment sids; com=unications; testing and maintenance; compensatory measures; power supply; response; locks, keys and combinations; and reports / records.

The inspectors reviewed the licensee's corrective action relative to an item of noncompliance identified during the physical protection inspection conducted November 5-8,1978, (IE Report No. 50-263/78-18). The inspection involved 66 inspector-hours onsite or at the licensee's corporate offices by two NRC inspectors.

Results: Of the areas inspected, three items of nonct,apliance were identified relative to detection aids (Paragrapg);

t testing and maintenance.-(Paragraph 19); and response force (Paragraph 20). The i-tems are considered infractions. The item of noncompliance noted during the previous inspection was found to have been satisfactorily corrected and is considered closed.

An unresolved item resulting from the previous inspection will remain open pending resolution by the Office of Nuclear Reactor Regulation.
