NRC INTEGRATED INSPECTION REPORT 50-259/97-07, 50-260/97-07, 50-296/97-07 AND NOTICE OF VIOLATION
Dear Nr. Kingsley:
On June 21, 1997, the NRC completed an inspection at your Browns Ferry facility.
The enclosed report presents the results of that inspection.
During the six-week period covered by this inspection period, your conduct of activities at the Browns Ferry facility was generally characterized by safety-conscious operations, sound engineering, and well executed maintenance.
Two violations of NRC requirements were identified.
In the first instance, NRC inspectors identified that ladders designated for use in certain Emergency Operating Instruction actions wer e not adequately controlled.
In the second instance, NRC inspectors identified examples of improper implementation of foreign material exclusion administrative controls.
The violations are cited in the enclosed Notice of Violation (Notice),
and the circumstances sur rounding the violations are described in detail in the enclosed report.
Please note that you are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response.
The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements.
The NRC has concluded that information regarding the reason for Violation A of the enclosed Notice, the corrective actions taken and planned to correct the violation and prevent recurrence, and the date when full compliance was achieved is adequately addressed in Problem Evaluation Report BFPER 970889 and on the docket in the enclosed NRC Inspection Repot t.
Therefore, you are not required to respond to this letter tor Violation A unless the description therein does not accurately reflect your corrective actions or your position.
In that case, or if you choose to provide additional information, you should follow the instructions specified in the enclosed Notice.
