PALISADES INDEPENDENT SPENT FUEL STORAGE INSTALLATION - NRC SECURITY INSPECTION REPORT NOS. 05000255/2013407(DNMS), AND 07200007/2013401(DNMS)

Dear Mr. Vitale:

On April 30, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection of the Independent Spent Fuel Storage Installation (ISFSI) at the Palisades Nuclear Plant, Covert, Michigan. The purpose of the inspection was to evaluate whether the protection of the ISFSI was in compliance with the Physical Security Plan (PSP) for the ISFSI, NRC Orders EA-02-104, Interim Safeguards and Security Compensatory Measures (ICMs) for Palisades Nuclear Plant, and EA-03-097, Implementation of Additional Security Measures (ASMs)

Associated with Access Authorization for Palisades Nuclear Plant. At the conclusion of the on-site inspection on March 21, 2013, the inspectors discussed the inspection findings with you and members of your management staff; and after an in-office review of additional information, the inspectors re-exited with your security manager on April 30, 2013.

The inspection also examined activities conducted under your license as they relate to security for the ISFSI and compliance with the NRCs rules and regulations and with the conditions of your license. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel. The enclosed inspection report documents the inspection results.

No findings were identified during this inspection.

In accordance with Title 10 of the Code of Federal Regulations (CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html. However, because of the security-related Enclosure Contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled. discussion contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letters enclosure will not be available for public inspection.
