SUBJECT: PALISADES INDEPENDENT SPENT FUEL STORAGE INSTALLATIONS - NRC ISFSI SECURITY INSPECTION REPORT 05000255/2010405(DNMS)

Dear Mr. Schwarz:

On March 10, 2010, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection of the Independent Spent Fuel Storage Installations (ISFSI) at the Palisades Nuclear Plant, Covert, Michigan. The purpose of the inspection was to evaluate whether the protection of the ISFSI was in compliance with Title 10 Code of Federal Regulation (CFR) Parts 72 and 73, the Physical Security Plan (PSP), and NRC Orders EA-02-104, "Interim Safeguards and Security Compensatory Measures (ICMs) for Palisades Nuclear Plant," and EA-03-097, "Implementation of Additional Security Measures (ASMs) Associated with Access Authorization for Palisades Nuclear Plant." In addition, the inspector verified the location of your instrument calibrator which contained a radioactive source that you reported for inclusion into the National Source Tracking System (NSTS). At the conclusion of the on-site inspection on February 25, 2010, the inspector discussed the inspection findings with Mr. Tom Kirwin, General Manager Plant Operations, and members of his ISFSI operations, licensing, radiation protection, and security staff. During a telephone exit meeting on March 10, 2010 (conducted after an in-office review of additional information was completed regarding an issue identified during the on-site inspection), the inspector discussed the inspection findings with Mr. Marty Frato, Security Manager, and Ms. Barb Dotson, Licensing Technical Specialist. Based on the results of this inspection, no findings of significance were identified.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html. However, because of the security-related discussion contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letter's enclosure will not be available for public inspection. Enclosure Contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled.
