SUBJECT:
QUAD CITIES POWER STATION, UNITS 1 AND 2 NRC INSPECTION REPORT 50-254/03-08(DRS); 50-265/03-08(DRS)
Dear Mr. Skolds:
This refers to the inspection conducted on June 3, 2003, at the Quad Cities Power Station.
The enclosed report documents the inspection findings which were discussed initially on June 3, 2003, with Mr. T. Tulon and other members of your staff and subsequently with Mr. W. Beck, of your staff, on June 26, 2003.
This inspection was an examination of activities conducted under your license as they relate to safety and compliance with the Commissions rules and regulations and with the conditions of your license. Specifically, the inspectors reviewed your record keeping and reporting practices with regard to medical examinations of licensed operators. Within this area, the inspection consisted of selected examination of procedures and representative records, and interviews with personnel.
Based on the results of this inspection no findings of significance were identified.
In accordance with 10 CFR Part 2.790 of the NRC's Rules of Practice, a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). Summary of Plant Status
During this inspection period, Unit 1 was at full achievable power and Unit 2 was at 85 percent power.
REACTOR SAFETY
Cornerstones: Initiating Events, Mitigating Systems, and Barrier Integrity
1R11 Licensed Operator Requalification
a. Inspection Scope
The inspectors evaluated the facility and individual operator licensees conformance with the requirements of 10 CFR Part 55. Specifically, the inspectors reviewed 14 licensed operators medical records maintained by the facility and assessed compliance with the medical standards delineated in ANSI/ANS-3.4, American National Standard Medical Certification and Monitoring of Personnel Requiring Operator Licenses for Nuclear Power Plants, 1983, and with 10 CFR 55.21 and 10 CFR 55.25. In addition, the inspectors interviewed one senior reactor operator, one registered nurse assigned to Quad Cities Station, the nurses supervisor, and the operations support manager. The operations support manager was the owner of the administrative process for maintaining NRC license and medical requirements at Quad Cities Station. Finally, the inspectors reviewed corrective action documentation for previously identified potential problems in the licensed operator medical qualification subject area.
b. Findings
No findings of significance were identified.
4OA6 Meetings
Exit Meetings The inspectors presented the inspection results to Mr. T. Tulon and other members of licensee management at the conclusion of the inspection on June 3, 2003. The licensee acknowledged the findings that were presented. The inspectors asked the licensee whether any materials examined during the inspection should be considered proprietary.
No proprietary information was identified. The inspectors re-exited per telecon with Mr. W. Beck, the regulatory assurance manager on June 26, 2003, to present the final results of the inspection.
