TURKEY POINT NUCLEAR PLANT - NRC INSPECTION REPORT 05000250/2004010 AND 05000251/2004010
Dear Mr. Stall:
On September 16, 2005, the U.S. Nuclear Regulatory Commission (NRC) completed an in-office examination of unresolved items (URIs) associated with the Turkey Point Nuclear Plant facility which were identified in NRC Inspection Report 05000250, 251/2004007 (ADAMS Accession Number ML040890083) forwarded to you on March 26, 2004. Based on the results of this inspection, no findings of significance were identified.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). SUMMARY OF FINDINGS
IR 05000250/2004010, 05000251/2004010; 04/01/2004 - 09/16/2005; Turkey Point Nuclear
Power Plant, Units 3 and 4; Follow up on Triennial Fire Protection Inspection Issues.
This in-office review was conducted by two regional inspectors and a senior reactor analyst. No findings of significance were identified. The NRC's program for overseeing the safe operation of commercial nuclear power reactors is described in NUREG-1649, Reactor Oversight Process, Revision 3, dated July 2000.

.1 (Closed) URI 05000251/2004007-004: Inadequate Concrete Curb Height and Volume
for the Unit 4 Generator Hydrogen and Seal Oil Unit Oil-Retention Basin After further in-office review of this issue, it was determined that a catastrophic failure of the Unit 4 hydrogen and seal oil unit tank, piping, or piping joints and any subsequent oil pool fire would not impinge upon redundant trains of safe shutdown equipment or associated cables. The pool would be confined by features in Fire Zone (FZ) 82 such that safe shutdown equipment would not be threatened by either direct flame exposure or radiant heat for a period exceeding their fire-resistance rating. Additionally, there are no manual operator actions in FZ 82 or adjacent zones to be rendered non-feasible by presence of flame or smoke. This URI is closed.
.2 (Closed) 05000250, 251/2004007-008: Potentially Inadequate Ionization Smoke
Detector Installation in the 4B 4160 V Switchgear Room After further in-office review of this issue, it was determined that the licensee had reasonably placed the ionization product of combustion (POC) detectors given the shape and configuration of the room. The licensee had designed the detection system in compliance with NFPA 72E, 1982 edition, which is the applicable code of record. The room (FZ 67) has six spot detectors installed above cable trays of safe shutdown circuits and components. Four additional detectors were installed at the ceiling. This URI is closed.
