MC 30703 - Exit Interview The inspector met with licensee representatives, indicated in paragraph 1, at the conclusion of the inspection on December 11, 1986 to review the purpose and scope of the inspection and to present the findings. Written material was not provided to the licensee by the inspector at any time during the inspectio . MC 92701 - Status of Inspector Followup Item (Closed) Inspector Followup Item (86-05-02): Perimeter Intrusion Detection System (PIDS). The licensee will install a new PIDS by December, 198 . MC 81022 - Security Organization The inspector confirmed by a review of shift manning records and by direct observation that the security force was adequately manned and the organi-zation was operating in conformance with the NRC-approved Security Pla The inspector reviewed documentation on the Security Department's Goals Program for 1987 and noted the following goals for this year:

The inspector also noted that the licensee had purchased three new 4 wheel drive patrol vehicles for the Security Departmen The inspector interviewed the contract security supervisor and found her knowledgeable in administrative matters. Her knowledge of the technical security program was limited to a basic understanding of access control duties. However, the contract security force performs only watch person duties and is directed in those duties by members of the licensee's pro-prietary site protection forc The inspector interviewed management, supervisory and members of the site protection force and found them to be very knowledgeable of their assigned duties and responsibilitie . 7. MC 81062 - Lighting /MC 81066 - Assessment Aids / MC 81078 - Detection hids - Protected Area The inspector requested and observed random testing of selected segments of the protected area perimeter intrusion detection system and reviewed the adequacy of lighting and the performance of the assessment system during the hours of darkness (3:30 a.m. - 6:00 a.m.) on December 10, 198 The results indicated that these systems were operating in conformance with the NRC-approved Security Pla . MC 81084 - Alarm Stations /MC 81088 - Communications The inspector observed the operation of the Central Alarm Station on December 10, 1986 and found it to be in compliance with the NRC-approved Security Plan. Communications capabilities with members of the security organization were confirmed by the inspector to be as required by the licensee's procedures and in conformance with the NRC-approved Security Pla . MC 81070 - Access Control - Personnel The inspector observed that the licensee controlled access to the pro-tected and vital areas in accordance with the NRC-approved Security Plan and implementing procedure Search equipment was adequate and appro-priate for its intended us However, the inspector expressed concern that about 44% of personnel badged for site access were also authorized access to at least one of the vital area The licensee stated that this matter would be reviewed.
