SUBJECT: NRC INSPECTION REPORT NO. 50-213/93-17 This letter transmits the report of the resident safety inspection conducted by Mr. W. Raymond of this office during the period August 29,1993, to October 2,1993, at
the Haddam Neck Plant, Haddam Neck, Connecticut. The report covers activities authorized

by NRC License No. DPR-61. This inspection was focused on issues important to public-health and safety. Preliminary findings were discussed with Mr. J. Stetz of your staff at the conclusion of the inspection.
During this report period, we found Haddam Neck was operated in a safe and conservative manner. Operators performed very well to control the plant in response to degraded equipment conditions. The decision by the shift supervisor in response to the inoperable post i
accident sample system (PASS) valve showed a high regard for containment integrity and safe plant operations. There was good coordination and communication between several

plant groups to correct the valve problem. The plant operators, in particular, did a good job
to keep good oversight of the operability determinations and troubleshooting efforts, and demonstrated good " ownership" of plant status and the repair of its components.~
