involving failure of the-Unit: i turbine driven auxiliary feedwater pump following a reactor trip on September 19, 1985. Specific concerns were discussed, as identified in NRC Inspection Report No. 50-206/85-33. Apparent violations of NRC requirements were identifie Mr. Chaffee discussed NRC concerns related to the event and apparant causal factors as perceived based upon the NRC's inspection activities. The concerns addressed included the following:

o The licensee -missed a number of opportunities to identify and correct the inoperability of the auxiliary feedwater pum o-The modification made to the lubricating oil sight glass on the auxiliary feedwater pump was improper and was performed by a member of maintenance supervision without required authorization or documentatio Licensee procedures for documentation and correction of deficiencies were not followe Mr.. Ray then discussed corrective actions taken and being taken by SCE to address the identified weaknesses. This included an "Area Monitoring Program" which utilizes teams of Operations, technical, and maintenance supervisors t provide increased surveillance of safety related activities, and an "Enhanced Material Standard" to heighten awareness and increase sensitivity to the importance of individual system problems. Mr. Ray also stated that SCE would like to provide a written response to the special inspection report to further define actions being implemente In response to a question from Mr. A. Johnson, licensee representatives stated that.they had no questions regarding the NRC enforcement policy (as provided in 10 CFR 2, Appendix C).
