- One. senior reactor operator directed all activities. One health physicist coordinated radiation protection activithes. All work, except operation of the 85-ton mobile crane used to move and load the NAC shipping cask, was done by-licensed reactor operators, health physics staff, and NAC contractor personnel. .

2 and covered all evolutions, including testing of the cask. The mobile crane was it'. spected annustly by the contractor as required by OSHA requirements specified la 29 CFR 1926.550. Rigging wea inspected daily in accordance with 29 CFR 1926.25 Work was done in two shifts. Each shift had three health physicists and two HP technicians who provided continuous job coverage. Qhsetions and Findinos The classification of the shipment and determination of the transport index were based on criticality calculations as specified in 10 CFR 71 and 49 CFR 173. The

, licensee notified the NRC in writ i ng of the planned shipment using the NAC shipping cask as required by 10 CFR 71.12. Provisions were made for the carrier to notify the NRC of the shipment date as required by 10 CFr 70.20(b).

Entries on a draft bill of lading appeared to be acceptable. The draft was completed based on previous spent fuel shipments from his site and recent use '
